Ingredients

Scale
  • 2 cups all-purpose flour
  • 2 cups granulated sugar
  • 3/4 cup unsweetened cocoa powder
  • 1 1/2 teaspoons baking powder
  • 1 1/2 teaspoons baking soda
  • 1 teaspoon salt
  • 2 large eggs
  • 1 cup whole milk
  • 1/2 cup vegetable oil
  • 2 teaspoons vanilla extract
  • 1 cup boiling water
  • 1 cup unsalted butter, softened
  • 3/4 cup brown sugar, packed
  • 1/4 cup granulated sugar
  • 1 teaspoon vanilla extract
  • 2 cups all-purpose flour (heat-treated for safety)
  • 1 cup mini chocolate chips
  • 4 cups powdered sugar
  • 1/2 cup heavy cream
  • 2 teaspoons vanilla extract
  • Chocolate syrup for drizzling

Instructions

  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large bowl, mix together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add eggs, milk, vegetable oil, and vanilla. Beat on medium speed for 2 minutes.
  4. Stir in boiling water (the batter will be thin).
  5. Pour the batter into the prepared pans and bake for 30-35 minutes. Let cool completely.
  6. In a medium bowl, beat butter, brown sugar, and granulated sugar until creamy. Add vanilla.
  7. Gradually mix in flour until combined, then stir in chocolate chips.
  8. In a mixing bowl, beat the butter until creamy. Gradually add powdered sugar and mix until well combined.
  9. Add heavy cream and vanilla, and beat until smooth.
  10. Place one cake layer on a serving plate. Spread half of the cookie dough filling on top.
  11. Add the second cake layer on top. Frost the top and sides of the cake with the buttercream frosting.
  12. Drizzle with chocolate syrup and top with additional chocolate chips or cookie dough pieces, if desired.
  13. Slice, serve, and enjoy!

Notes

For a more intense chocolate flavor, use dark chocolate cocoa powder. Store leftovers in an airtight container at room temperature for up to three days.
